What is KeePassXC?
KeePassXC is a modern open-source password manager that stores your data in an offline, encrypted file which can be kept in any location. Its site says passwords stay encrypted at all times, that no data is stored on remote servers and that it is free and open source under the GPLv3 licence.
Because there is no cloud service, you decide how to synchronise and back up the database. That gives control but also responsibility, so plan sync, recovery and sharing before moving from a hosted manager.
